Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new 28-point plan for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of opposing developments captured the harsh reality of the current period. By day, diplomatic battles are waged: optimistic declarations are issued from different nations. Immense energy is devoted on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting missile launches from Russian territory, a ability enabled by current data. From vantage locations, military aircraft that had been scrambled to counter approaching aerial threats streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense thundered: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly transforms into sober acceptance: maybe the hostile projectile won't hit its mark this time, preventing destruction from devastation and further power outages.
Continuous Dangers
Soon after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a mobile-fire group – most likely Western-made equipment. Sadly, the shots failed to hit the hostile drone – it continued its flight toward its target.
Periodically, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and heating outages in many homes as a result of the night's assault. As always, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's essential dependence on Western support – a need that European nations are demonstrably unable to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new approach from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, no doubt, endure.
Tactical Assessments
It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership operates on a principle well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The White House assumes that it is impossible to compel Moscow to relinquish the land that it presently holds in Ukraine's occupied territories.
The problem is that while accepting these circumstances, US leadership does minimal to prevent Kremlin actions, through words or deeds, from thinking that the situation will not evolve additionally in its benefit in the coming year.
Divergent Views
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are approaching exhaustion. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until conditions improve in its favour.
Present Conditions
Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to change the course of events, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
