The United Kingdom and the United States have established a landmark trade agreement that will preserve zero tariffs on UK medicine products being sold in the US market.

The Terms of the Pact

As part of the deal, the UK has pledged to boost spending on medicines through the public health system. This move ensures that tariffs on these crucial goods will be held at zero for a period of three years.

This deal comes after recent statements to significantly raise import taxes on branded pharmaceutical products, with figures mentioned up to 100%.

"This arrangement with the United Kingdom reinforces the global environment for new treatments and brings much-needed fairness to U.S.–U.K. drug exports," a release noted.

Commercial Impact

Medicines represent one of the the United Kingdom's most significant export categories to the US, which is clearly the biggest market for major companies like GSK and AstraZeneca.

Statistics indicate that in the 12 months to the end of last September, the UK sold drugs totaling over eleven billion pounds to the US. This amount represented a significant portion of total UK exports in that timeframe.

"This deal protects jobs, stimulates capital expenditure and sets the stage for the UK to establish itself as a worldwide center for biotech and pharma," the Business and Trade Secretary stated.

Detailed British Pledges

The deal involves several specific commitments from the United Kingdom:

  • Price Threshold Increase: The UK will increase the affordability limit at which it deems new therapies to be unaffordable by twenty-five percent.
  • Increased NHS Spending: There is a goal to double overall health service expenditure on treatments from 0.3 percent of GDP to 0.6% over the coming ten years.
  • Rebate Cap: The sum drug companies must refund to the NHS to prevent overspending will be restricted at 15%. In the past, refunds were more than 20%.

Broader Context

The deal comes amid a protracted dispute between the sector and the UK government over drug pricing and approval rates.

These tensions were heightened by arguments that American consumers were paying a premium for the same drugs than consumers in the other developed nations.

Recently, several large pharmaceutical investments in the UK have been paused or scrapped, while multi-billion-dollar expansions have been pledged toward projects in the United States.

The Science Minister stated that the NHS needed to increase expenditure on drugs, noting that its spending on drugs had declined as a proportion of its resources over the previous ten-year period.
